Was the MDA supposed to pay people for healthy trees he destroyed?

After talking about treatment Section
5 goes on to say that if it becomes necessary to destroy any trees, shrubs,
vines or plants which have not already become attacked by said new and dangerous
insect or disease, the owner shall be recompensed for their actual value.
There are a lot of trees that they are taking down that are not infested.
No wonder he doesn't want to recognize the people's rights under Act
72. He doesn't want to pay people for their healthy trees that he is destroying.
