Was the MDA supposed to treat trees before destroying them?

Section 5 of Act 72 of 1945 says that the trees are to be "treated with approved remedies" and destroyed only if this is not feasible. We believe that the MDA doesn't want to treat trees. If they treat them they might have to come back to treat them again in a couple of years. It's easier to just cut them down and get them out of the way. We don't understand that. You can treat a tree with the best treatments on the market for about a fifth of the cost of cutting it down, and those treatments only need to be done every second or third year. You could treat a tree for ten years instead of cutting it down, or you could treat ten times as many trees this year and work on finding less expensive ways of treating them in the future.
